Each year the Community'S budget goes through the following stages: (i) By I May the Commission anounces the maximum rate fixed for the coming budgetary discussions. (ii) By I July each of the Community's institutions submits to the Commission an estimate of its expenditure. (iii) The Commission consolidates these into a preliminary draft budget, which it submits to the Council by I Sept. (iv) The Council adopts the draft budget, voting by qualified majority, and forwards it to the Parliament by 5 Oct.
